
ECHO-WAVE is Luxembourg’s groundbreaking pilot project for green hydrogen production, directly linking renewable energy sources with industrial hydrogen use.
This first-of-its-kind initiative aligns with national and EU climate goals to decarbonize energy-intensive industries and mobility by replacing fossil hydrogen with clean, locally produced green hydrogen. Due to its highly innovative and pioneering approach, the project has been awarded co-funding by the European Innovation Fund and the Luxembourg Ministry of the Economy.


ECHO-WAVE is more than just a production facility; it’s a model for a complete, resilient hydrogen value chain in Luxembourg. The project’s hybrid system combines renewable energy generation, hydrogen production (via electrolysis), storage, and utilization at an industrially relevant scale.

The project fosters new business models by planning to share renewable electricity at medium voltage between producers and consumers through an energy community and is a catalyst for replicability across Luxembourg, the Greater Region, and Europe.
The pilot site in Kehlen, Luxembourg, strategically positioned near existing infrastructure and transportation routes, leverages the synergy of innovative agrivoltaics concepts and advanced wind turbines to power a 2.5 MW PEM electrolyser.
This pilot demonstrates the technical and economic viability of producing green from directly connected renewable electricity sources – enabling storage and availability of renewable energy in hard-to-decarbonize industrial and mobility sectors while bypassing the public grid to reduce cost and grid burden.
ECHO-WAVE serves as a scalable model for hydrogen-intensive sectors such as glass, steel, or food processing, proving that with its modular architecture, industries can produce their own renewable hydrogen on site, accelerating Europe’s path toward industrial decarbonisation.

ECHO-WAVE positions Luxembourg at the forefront of hydrogen innovation by demonstrating integrated, decentralised, and replicable solutions for hard-to-abate industries.

Founded in 2021 in Luxembourg, GPSS specialises in renewable energy production, agrivoltaics, and hydrogen system design. With a proven track record in the national agrivoltaics pilot tender, GPSS brings strong expertise in simulation tools, feasibility studies, and project development. Within the ECHO-WAVE project, GPSS serves as the coordinator and is responsible for the development, implementation, and operation of the agrivoltaics plant and hydrogen production system. The company also leads the work on advanced system modelling and the development of the Universal Control Unit (UCU), which enables smart optimisation of the hybrid energy system.
Established in 2001, Soler is Luxembourg’s largest renewable energy producer, jointly owned by SEO and Enovos. With 14 wind parks, 48 turbines, and 341 GWh annual production, Soler has deep expertise in project development, financing, and operation of renewable assets. As a consortium partner in the ECHO-WAVE project, Soler is primarily responsible for the development, implementation, and operation of the wind turbine. With extensive experience in permitting and project execution, combined with strong financial backing, the company plays a key role in minimising project risks and ensuring long-term viability.
